It appears to be a normal blog about fringe sciences. The title apparently came from the first post, about monkeys being genetically altered to glow green. It seems that two people run the website; 'Capuchin' and 'Howler.' Their email addresses are given as: capuchin@glowingmonkeys.com and howler@glowingmonkeys.com. The website's header includes the tagline, "I know they're watching from the dark..."
